This PR makes two changes necessary to support IntelliCode in VS:

  • Currently, the configurePlugin command doesn't give a response. However, VS requires responses from its commands to TSServer. This PR updates the configurePlugin command so it gives a response in a similar manner to the configure command.
  • Currently, global plugins are loaded by configured projects and inferred projects but not external projects. This PR ensures external projects load global plugins in the same manner as inferred projects (i.e., on creation).

Thanks for the PR! It looks like you've changed the TSServer protocol in some way. Please ensure that any changes here don't break consumers of the current TSServer API.
