- Sync with tf-io with tf
- Update bq_helper to be installable using most recent setuptools
- Remove tensorflow_gcs_config and test (usage is very low, less than 3)

- Trim layers to reduce image size
Resolved bq_helper package which was broken as a side effect from the upgrade.
Package is being used minimally. See b/296908146#comment9
Remove test for `tensorflow_gcs_config`
